Carol is the managing partner of Manko, Gold, Katcher & Fox LLP, working in the firm's complex industrial and regulatory practices.  She has worked with a broad range of industrial clients in the manufacturing, energy and waste management sectors. Carol counsels clients on a wide variety of environmental issues, including permitting, compliance and enforcement matters related to air emissions, storage tanks, stormwater, wastewater, and hazardous and non-hazardous waste. She has assisted clients with regulatory compliance, environmental auditing, emergency planning, permit appeals, and defense of agency enforcement actions. She has represented clients before the Pennsylvania Environmental Hearing Board, the New Jersey Office of Administrative Law, the U.S. Environmental Protection Agency, Environmental Appeals Board, and the District of Columbia Circuit Court of Appeals. Carol has supported our clients in the environmental aspects of corporate transactions, and in remediation matters.

Carol has been recognized by Chambers USA - America's Leading Lawyers for Business listing (environmental law), since 2011 and was named an American College of Environmental Lawyers Fellow in 2019.  Carol was named Best Lawyers® Environmental Law “Lawyer of the Year in 2025 and 2022”.  She has also been included in The Best Lawyers® in America listing (environmental law/energy regulatory law), since 2013 and has been listed in Super Lawyers in various capacities, some of which include: Top 10: 2022 Pennsylvania Super Lawyers list; Top 100: Pennsylvania Super Lawyers listing, since 2021; Top 100 List for Philadelphia, since 2018; Top 50: Women Pennsylvania Super Lawyers listing, since 2017; and Environmental Law, since 2012*.

Outside of the office, Carol serves as Chair of the Board of Directors of the Pennsylvania Environmental Council and is a volunteer attorney with the Support Center for Child Advocates. She will serve as an Associate Member representative on the Chemistry Council of New Jersey's Board of Trustees from 2024-2026 and is also on the St. Joseph's Preparatory School Board of Trustees.  Carol and her husband Bernie live in Haverford with their four children.

Some of Carol's representative matters include the following:

  • Assisting client in navigating complex regulatory programs in a wide variety of industrial sectors, including printing and surface coating, chemical manufacturing, waste management, food manufacturing, scrap metal recycling, inks and pigments manufacturing, oil and gas distribution, specialty metal products manufacturing, glass manufacturing, and paperboard manufacturing;
  • Conducting environmental audits and guiding clients in undertaking corrective actions where necessary, including self-disclosures to both EPA and state agencies in the areas of air regulatory compliance, release reporting, and community right-to-know reporting;
  • Assisting clients in securing air permits for high profile projects, including preparation of air permit applications, negotiation of draft permit conditions, addressing third party interests and appeals of air permits; 
  • Defending environmental enforcement actions brought by state agencies or EPA, including appeal, negotiation, and settlement of air enforcement actions in various states and before the Environmental Protection Agency;
  • Assisting clients in reviewing and commenting with respect to proposed environmental rulemaking at the state and federal level, and pursuing judicial and administrative challenges of final Agency rulemakings; and
  • Assisting clients with novel and complex air regulatory issues, including air toxics, unregulated contaminants, air modeling and ambient monitoring.
